Design and Implementation of Text to Speech Conversation for Visually Impaired People

Abstract
Speech to Text (STT) software is a type of assistive technology program that converts words that are spoken aloud to electronic written text to support increased demonstration of learning and independence. Speech to text system is one of the application based tools used in teaching blind and deaf impaired students in speech are being speak with the application tools and producing words and sounds to eachSpeech to text system is one of the computerized based tools used in teaching blind impaired pupils in blind center Ogbomoso in Oyo State. Investigation revealed that the speech to text system is not currently being used in the center for teaching of pupils. Hence in this work, a speech to text system will be developed that is capable of teaching pupils that are blind. The proposed research has theoretical, practical, and methodological significance: to develop speech to text based application for enhanced learning in computer assisted environment, it is also to develop (e-learning) for student, and to improve communication between computer and users.The Speech to Text corpus developed will be very useful to student, particularly for the student in blind Center Ogbomoso in Oyo State as case study.The developed system was designed by creating following modules: SplashScreen Page, Login Session, Program Menu and Text to Speech Page. evaluation of the performance of the developed system was carried administering questionnaires on sixty users after which the completed copies were collected and user result analysis.The result of the evaluation of the developed system showed that 45 out of 60 users agreed that the system is easily accessible. Also 50 out of 60 users agreed that the system is highly efficient. It is therefore concluded from the result of the evaluation of the developed system that a text to speech conversation for visually impaired people that is capable of providing a user friendly and accessible has been developed. The programming language used to implemented this project is Visual Basic programming language for front-end and Microsoft Access for the Database Backend
