The Application of Ict-Biometric System in Akwa Ibom State Civil Service: an Appraisal

Abstract

ABSTRACT This research was conducted to examine the impact of the Application of ICT-Biometric system in Nigerian public administration with specific reference to Akwa Ibom state Civil Service. To carry out the research. the survey design was adopted.Data for the study were obtained through questionnaire administered on 300respondents who were selected from the three ministries (Education: Local Government and Chieftaincy Affairs; and Ministry of Finance)sampled in this study. Data from questionnaire were presented in tables based on simple percentages. Two hypotheses were formulated in this research and were tested using chi-square and Regression analysis statistical techniques. AIl the null hypotheses were rejected and alternatives accepted. It was found from the study that there is a significant relationship between the application of ICT-Biometric system and the effectiveness of Akwa Ibom State Civil Service. Thus, Biometric implementation have significant impact on the Akwa Ibom state civil service despite facing such challenges as lack of infrastructural facilities,nonchalant attitude of workers, inaccuracy of biometric,high cost of running biometric system and so. It was therefore recommended, among other things,that there should be improvement in infrastructural facilities like electricity in government offices using biometric; finger prints of staff should be updated or upgraded on yearly basis; there should be proper sensitization on the importance of the introduction and application of the biometric system.
