Recruitment Process and Employee Productivity in Nigeria Public Service

Abstract
Recruitment and Selection often plays critical role in dictating how organizations performed. The study investigated the recruitment process and employment performance in Nigeria Public Service using former governor Ajimobi Administration as a case study. Also to established whether recruitment process determined workers performance in Oyo State Civil Service during former governor Ajimobi Administration and to know the level of involvement of the Oyo State Civil Service Commission in the recruitment of workers exercise. The study employed the survey research design and the study comprises of 500 staff in Oyo State Civil Service Commission as the total population. 50 respondents were selected from the sample size of the total population and it was made by employing systematic random sampling method. The study revealed that effective civil service is indispensable for overall socio-economic and political development of any nation. However, when recruitment and selection exercise do not adhere to the principles of systemic manpower planning, scientific principles, objectivity and merit, they end up producing unqualified and incompetent employees who can grind the service to a halt. And recommended that Recruitment and selection are core human resources management functions and should be competently handled by experts in the field of human resources management. Also the appointment of chairman, commissioners and staff of the Oyo State Civil Service Commission should not be based on political patronage and there should be training and retraining for both the members of the civil service commission and the line managers on recruitment and selection policies and procedures.
