Challenges of Allocating Cloud Computing Resources in Organization

Abstract
The rapid adoption of cloud computing has revolutionized IT infrastructure management, offering organizations enhanced scalability, flexibility, and cost-efficiency. However, effective cloud resource allocation remains a significant challenge, particularly for organizations struggling with technological, organizational, and environmental barriers. This study aims to analyze these challenges and propose viable solutions for optimizing cloud resource utilization. Employing a quantitative research approach, data was collected from 20 organizations across different states through structured questionnaires. The study applied the Technology, Organization, and Environment (TOE) framework to categorize and analyze the barriers to efficient cloud resource allocation. Findings revealed that organizational barriers, including budget constraints, lack of historical data, and complexity in resource allocation, were the most prevalent. Technological factors such as inadequate expertise and limited analytical tools further hindered efficiency, while environmental factors like fluctuating demand and scalability issues added to the complexity. The study concludes that addressing these barriers requires strategic planning, investment in training programs, and collaboration with cloud service providers. It recommends that organizations adopt scalable cloud strategies, enhance workforce skills, and invest in advanced analytical tools for better resource management. Cloud providers are encouraged to offer cost-effective solutions for SMEs and improve auto-scaling features. Policymakers should support cloud adoption through infrastructural development and regulatory incentives. By implementing these strategies, organizations can maximize the benefits of cloud computing while minimizing operational inefficiencies.
