Assessment of the Challenges in Impacting Knowledge of Information and Communication Technology in Institution of Higher Learning in Delta State

Abstract
This study examines the concept of information and communication technology (ICT), its relevance and usage in the teaching and learning with particular rererence to its applcation in Delta State Institutions of higher learning. For the purpose of this study, two research questions were raised and the work is restricted to the following institutions of higher learning in Delta State. (1)Delta State Polytechnic, Ogwashi-Uku, (2)Delta State University, Abraka, (3) , Delta State University of Science and Technology, Ozoro of the sample for the study is 450. The instrument for data collection is the questionnaire with two sections of A on demography and B to elicit information from the respondents. Four hundred and fifty questionnaire were administered but only 390 questionnaires were returned and analyzed. The result of the analysis revealed that informationand communication technology is relevant as an evaluative tool and also as an improvement of knowledge and skills. It also revealed that lecturers factor, digital divide, inadequate funding, management attitude,inadequacy of internet connectivity power problems, low teledensity were some of the challenges ofinformation and communication technology in teaching and leaning in higher institutions in Delta State. Conclusion, recommendations were also made that institutions should encourage their staff to train on ICT and that government at all levels should provide enough fund for ICT programmes and settle the issue of electricity which is vital in the use of ICT.
