The Impact of Public-Private Partnership on Infrastructural Development in Enugu State from (2018-2023)

ABSTRACT The public-Private partnership PPP have become an applicable strategy for infrastructural development in developing countries. This study examines the impact of PPP on infrastructure development in Enugu State between 2018-2023. Assessing their effectiveness, challenges, and contributions to economic growth using a mixed-methods approach, in sectors such as Transportation, health-care, and urban development. The study was descriptive and data for the study was gathered through both primary (Questionnaire) and secondary source (Literature Review). The general objective of this study was to examine how public-private partnership is delivery effective and cost effective to project delivered, to ascertain the degree to which public-private partnerships affect the development of infrastructure for the residents of Enugu State, to Evaluate the challenges and obstacles facing the operation of the public-private partnerships Infrastructure development in Enugu State. The study was guided by the following hypothesis: PPP is designed to attract foreign investment leading to increased capital inflow to ensure equitable among stakeholders including government, private sector and end-users, Public-Private Partnership in infrastructure promote innovation and technological advancement in Enugu State, Institutional and regulatory frame work are necessary to support effective PPPs projects. The study was anchored on the Neo-liberal theory, the analyzes key infrastructure projects executed through PPPS , evaluate stakeholders perspectives, and identifies factors influencing their success or failure. Findings reveal that while PPP have improved infrastructure provision and service delivery, challenges such as regulatory bottlenecks hinders their full potential. The study conclude by recommending policy reforms enhanced transparency, and capacity-building initiatives to optimize PPP outcome in Enugu State.
