Impact of Joint Account System on Local Government in Nigeria: a Case Study of Asa Local Government Area

Abstract
The Joint Account System, introduced by the 1999 Constitution of the Federal Republic of Nigeria, was established to pool financial allocations to local governments into a single account managed by state governments for onward disbursement. While its objective is to promote oversight and effective grassroots service delivery, concerns have arisen regarding its impact on local government autonomy and performance. This study examines the effect of the Joint Account System on local government administration in Nigeria, using Asa Local Government Area as a case study from 2015 to 2025. Relying on both primary and secondary sources of data and adopting a descriptive analytical approach, the research evaluates how the system influences service delivery, financial autonomy, and the overall effectiveness of local governance. Findings reveal that the Joint Account System has had a negative impact on service delivery and limited the financial independence of Asa Local Government. These challenges stem largely from state-level control and unauthorized deductions from funds meant for local use. The study recommends a constitutional amendment to enable direct allocation of funds to local governments and calls for capacity building of local government officials to enhance accountability and improve grassroots governance.
