Effect of Federal Character on the Merit System of the Nigerian Public Service

Abstract
The main purpose of the research work was to find out the effect of federal character has on merit system of Nigerian public service using the University of Port Harcourt as a case study. The study is to investigate if federal character has an effect on merit system in public service on employment terms. To analyze this, the research design adopted for the study has the survey method, and researcher collected data for the study through the use of questionnaire and the sampling size determination was 152. From the result of this work, it was found that in the University of Port Harcourt Federal character principle has been adhere to as workers are form different tribes, no one ethnic group dominates the institution in the staffing. The researcher also made recommendations such as, the University of Port Harcourt should strictly abide to the principle of federal character and the merit system to ensure efficiency and also that the government should ensure strict implementation of the federal character.
