Local Government and Grassroot Development in Nigeria (a Case Study of Owo Local Government Area of Ondo State)

Abstract
Local government administration is widely regarded as the government closest to the people of the grassroots. . It performs vital functions such as political education, mobilization of the people for popular participation in governance, vehicle for political accountability, amongst others. The struggle to bring about local government system in Nigeria has been a long drawn one. The study argues that for local government administration to realize its lofty goals, the country should return to true federalism, enthrone positive leadership, pursuit of economic self-reliance through internally generated revenue and embrace attitudinal and behavioral changes to achieve good governance. The survey research design is used in this study as a means of achieving the objectives of this study. The data for this study were mainly from the primary source which utilizes the questionnaire as the major instrument for data collection while magazines, textbooks and articles relating to the study constitute the secondary source of data. The researcher used the simple random sample technique to determine the sample size. From the findings of the study, conclusions were drawn from which adequate recommendations were made.
