Analysis of Construction Cost Overruns in Owerri, Imo State

Abstract
Cost overruns in construction projects remain a persistent challenge in Owerri, affecting both public and private sector developments. This study critically analyzes the factors contributing to construction cost overruns, their impact on project timelines and quality, and the effectiveness of project management practices in controlling costs. A descriptive research design was adopted, with data collected through structured questionnaires administered to 50 construction professionals, including architects, quantity surveyors, project managers, contractors, subcontractors, civil engineers, and government officials. Out of these, 45 completed questionnaires were retrieved and analyzed using statistical tools, including mean score and percentile methods. The findings revealed that key causes of cost overruns in Owerri include inflation, material price volatility, poor cost estimation, managerial inefficiencies, supply chain disruptions and bureaucratic delays. the ongoing Owerri-Port Harcourt road expansion project has faced multiple setbacks due to budget constraints, affecting transportation efficiency and economic activities in the region. Additionally, cost overruns often force contractors to cut costs on materials and workmanship, leading to poor-quality infrastructure that requires frequent repairs and maintenance .This research provides a comprehensive understanding of construction cost overruns in Owerri and presents actionable solutions for stakeholders to enhance efficiency, reduce financial losses, and ensure timely project delivery.
