The Impact of the Conflicting Inter-Governmental Relations ( Igr) on Service Delivery in Nigeria Local Government Administration (a Case Study of Katsina Local Government)

Abstract
ABSTRACT This project is aimed at assessing the impact of the conflicting Inter-governmental relations (IGR) on service delivery in Nigeria local government administration, with a particular reference to Katsina Local Governments. Nigerian local governments has been said to be a toothless bulldog as it has failed to perform in the area of its primary responsibilities in maintaining the position of local government as an agent of grass-root development in the rural area and also serve as the link between the rural dwellers and the national government. However, in order to ensure effective research findings, the researcher used survey research design, this survey design set fourth facts observation without taking experimental causes and analysis of inter-relationship among variables. 250 respondents were selected using randomization method which represents the total number of people in the Local Government, and tabular method of analysis is employed for analyzing the data gathered for this project work, the data collected using the questionnaire is presented in simple tabulation, frequency and percentage with commentary below each table for easy evaluation and absorption. Base on the questionnaire presented and analysed, it was discovered that the relationship between state and local governments in Katsina State is perceived to be generally cordial, but however, despite the generally cordial relationship, the study strongly shows that conflicts between state and local governments have significantly hindered service delivery in Katsina Local Government. It was therefore recommended that the Nigerian Constitution should be amended to provide clearer guidelines on the functions and responsibilities of state and local governments. This would reduce overlapping roles and conflicts over jurisdiction. Keywords: Conflict, Inter-Governmental Relation, Service Delivery and Local Government.
