Manpower Planning and Budgeting in Nigeria Civil Service (a Case Study of Edo State Civil Service Commission)

Abstract
Abstract Human resource is one of the important assets that organization owns. Manpower planning helps management to retain efficient and experienced workforce in an organization. This research work examined the impact of manpower planning and budgeting in Nigeria civil service, using Edo state civil service commission as a case study. Some organizations do not take the welfare of the workers into consideration, so the objectives is to examine how manpower planning and budgeting system affect workers and it has been utilized in the civil service. The method used in collecting data in this study is both from primary and secondary sources. The simple percentage method was used to analyze the respondent while the chi-square was used to analyzed the data collected in the course of the research, it was found out that manpower planning and budgeting system contribute to the effectiveness and efficiency of business organization. Based on the findings it was concluded that manpower planning should be carried out regularly by the management as this will help to reduce wastage, will lead to higher productivity in the service. Among the recommendations were that government should employ well trained personnel, in addition they should build up the commitment among employees by planning the kind of manpower that the service required..
