Manpower Development and Effective Service Delivery (a Study of Abak Local Government Area, Akwa Ibom State)

Abstract
This research study focuses on manpower development and effective service delivery in Abak local government area, Akwa Ibom State. The objectives of the study are; to ascertain the impact of manpower development on effective service delivery in Abak local government council, to investigate the extent to which manpower development improves the effectiveness of service delivery in Abak local government. The researcher uses the radon sampling techniques in drawing the sample as well as survey design method which allowed the researcher to use structured questionnaires for data collected, the chi-square test technique was used to test the research hypothesis, simple percentage table was used for data presentation and analysis and the sample size determination is 44 respondents drawn from Abak local government council. The study reveals that 86% of the respondents agreed that manpower development has an impact on effective service delivery and that manpower development improves effective service delivery in Abak local government. The study concluded that Staff development is crucial and no organization can deliver if the training needs are not met. Thus organizations that do not embark on staff development may not survive, as service delivery at this level of government in Nigeria is highly deficient because of the low capacity of staff. The researcher recommends that Organizations should ensure that they identify where training is needed and it should be done more professionally in conjunction with the line management as well as the individuals involved together with the personnel department. Everyone involved should agree exactly to what the trainees are lacking, for instance what skill is needed, and what attitudes need to be changed toward work performance for efficient service delivery.
