Examing the Impact of Government Policies & Regulatory Framework on Effective Deployment & Utilization of Education Management Information (emis) in Ogun State.

Abstract
This study examines the impact of government policies and regulatory frameworks on the deployment and utilization of Education Management Information Systems (EMIS) in Ogun State, Nigeria. As education systems increasingly rely on data for planning and decision-making, EMIS plays a crucial role in promoting transparency, accountability, and efficiency. Using a quantitative research design, data was collected from 150 respondents including administrators, ICT personnel, teachers, and students across both public and private institutions.
Findings reveal that while EMIS awareness is relatively high, practical use is hindered by limited infrastructure, inadequate training, poor policy communication, and inconsistent support. Although policies exist to guide EMIS implementation, their enforcement and real-world application remain weak. The study highlights a disconnect between policy intent and classroom-level execution, with many stakeholders unsure of how to fully engage with EMIS tools. Despite these challenges, the system shows potential to support data-driven education management when properly supported.
The research concludes that for EMIS to be effective, policies must be clearly communicated, infrastructure strengthened, and ongoing capacity-building efforts prioritized. These steps are essential to unlocking the full potential of EMIS as a tool for educational transformation in Ogun State.
