From the obsen1ation of this research work, recruitment procedures and its effects on organizatfonal performance. Has been choosing as the subject of this work focusing on Nigerian Police Headquarters, Kaduna as the case study but other federal government and private institutions/organization faces difficulties in the area of recruitment which is the responsibility of the personnel department(human resources) due to the fact that recruitment is not done base on merit and the recruitment processes are characterize by political influence, catchment area sentiment, informal sources of recruitment which have led to the unproductive nature of staff which have made the institution not to be effective. This research work is aimed at determining organization structures and manpower as needed to meet the organizational, objectives and to show the degree at which the personnel department utilizes its human resources at the federal level. Personal obsen1ation and questionnaires where used to obtain data and after careful analysis, the following findings were made: recruitment of personnel at the Nigerian Police Headquarters, Kaduna is usually influenced by political powers and also base on patronage which lead to. low productivity. The researcher also made the following recommendations: Recruitment of personnel should be base equal opportunities and meritocracy, since the organization is autonomous within it jurisdiction as a federal parastatal, the state and local government should not interfere in the recruitment process. If all this is adhered to, efficiency and. effective-ness, will be achieved.
