The Role of Regulatory Agencies in Fighting Administrative and Financial Corruption in Nigeria: a Case Study of Public Complaint and Anti-Corruption Commission

Abstract
Corruption remains one of the most persistent challenges undermining Nigeria’s socio-economic and political development. This study examines the role of regulatory agencies in fighting administrative and financial corruption in Nigeria, using the Public Complaints and Anti-Corruption Commission (PCACC) as a case study. The research investigates how the commission contributes to curbing corrupt practices within public institutions, the effectiveness of its operational strategies, and the challenges limiting its performance. A descriptive survey design was adopted, and data were collected from staff and beneficiaries of the commission through questionnaires and interviews. The findings reveal that the PCACC plays a significant role in promoting transparency, accountability, and good governance through investigation, enforcement, and public enlightenment activities. However, the commission’s efforts are hindered by inadequate funding, political interference, limited autonomy, and insufficient public awareness. The study concludes that strengthening the legal framework, ensuring institutional independence, and enhancing collaboration with other anti-corruption agencies such as the EFCC and ICPC are crucial for improving the effectiveness of regulatory bodies in combating corruption in Nigeria. Recommendations include increased government support, regular staff training, and public participation in anti-corruption campaigns.
