The Effectiveness of Foster Care Services for Vulnerable Children in Ifelodun Local Government Area, Ilorin Kwara State.

Abstract
This study evaluates the effectiveness of foster care services in Ifelodun Local Government Area (LGA) of Kwara State, Nigeria, focusing on their ability to meet the developmental needs of vulnerable children. Despite the legal framework provided by the Child Rights Act (2003) and efforts by the Kwara State government to enhance child welfare services, foster care implementation in Ifelodun LGA remains constrained by systemic challenges, including inadequate funding, poor monitoring, cultural resistance, and low public awareness.
Using a mixed-methods approach, the study collected data from 150 respondents, including foster parents, social workers, government officials, and community members. Structured questionnaires, in-depth interviews, and focus group discussions were employed to assess foster care effectiveness, identify challenges, and explore improvement strategies. Findings revealed that while 72% of respondents were aware of foster care services, only 21% rated them as "very effective." Key challenges included insufficient financial and logistical support (75%), weak monitoring mechanisms (62%), and cultural beliefs discouraging non-kin fostering (40%). Despite these challenges, 64% of respondents observed improvements in foster children’s well-being, particularly in education and emotional stability.
The study concludes that foster care in Ifelodun LGA has potential but requires urgent structural reforms. Recommendations include increased government and NGO funding, capacity-building programs for foster parents and social workers, public awareness campaigns, stricter policy enforcement, and stronger community engagement. These measures are essential to enhance service delivery, ensure child protection, and improve long-term outcomes for vulnerable children.
