A Sustainable and Inclusive Civic Centre for New Owerri, Imo: Enhancing Civic Engagement and Community Integration

Abstract
ABSTRACT
Civic centres are essential as they provide spaces for community interaction, cultural preservation, and administrative activities in cities. However, New Owerri in Imo State currently does not have a dedicated civic centre, which limits opportunities for cultural expression, public engagement, and open dialogue. This study examines how blending local cultural heritage, sustainable design, and adaptable spatial planning can lead to a civic centre that meets the social, cultural, and environmental needs of the city. By using a mixedmethods approach—including surveys, interviews, and document reviews—the research gathers insights from various stakeholders about what makes a civic centre effective. The findings highlight the importance of incorporating Igbo cultural symbols, storytelling areas, and traditional courtyards to foster community identity and unity. In addition, sustainable design practices such as passive cooling, solar orientation, and the use of local materials are identified as key to improving energy efficiency and building resilience against the local climate. The study also points out the necessity of flexible spaces that can host a variety of functions ranging from administrative tasks to recreational and cultural events. the study indicates that a well-conceived civic centre could become a landmark in New Owerri, enhancing the city's identity, attracting tourism, and promoting economic development. The study recommends designing spaces with adaptable layouts, environmentally friendly materials, and a focus on community needs to create a hub that is both sustainable and culturally meaningful.
