Assessment of Community Participation in Rural Development Projects in Jere Local Government Area, Borno State

Abstract
Community participation is a vital driver of rural development in emerging economies, with Community Development Committees (CDCs) playing a key role. This study assesses the level of community and CDC participation in public infrastructure provision in selected communities of Khaddamari, Dusuma, Gongulong, Old Maiduguri, and Mairi in Jere LGA, Borno State. Using a cross-sectional design and multistage sampling, data from 108 respondents revealed that while CDCs were effective in information dissemination, a significant disconnect exists between government agencies and beneficiaries. Key findings include a lack of local planning authorities and limited community influence on project planning. The study recommends integrating CDCs into planning committees and establishing local planning authorities to foster sustainable, participatory development.
