Abstract
This study examines the role of civil servants in public policy formulation in Nigeria, focusing specifically on the Edo State Civil Service. It investigates the extent to which civil servants contribute to the various stages of policy formulation, from agenda setting and policy analysis to implementation and evaluation. The research explores the formal and informal channels through which civil servants influence policy, considering factors such as their expertise, experience, and institutional position. It also analyzes the challenges and constraints faced by civil servants in their policy-making role, including political interference, resource limitations, and capacity gaps. The study employs a mixed-methods approach, combining document analysis, interviews with civil servants and key stakeholders, and potentially surveys to gather data. Ultimately, this research aims to provide insights into the dynamics of public policy formulation in Edo State and offer recommendations for enhancing the effectiveness and impact of civil servants' contributions to policy development.
